Delayed Residual Salary Arrears

Dear Office of the Prime Minister (OPM),
I am a civil servant, working as a science laboratory assistant at Nakasongola Secondary School. The government owes me over shs 1,700,000/=. This sum of money is made up of unpaid salaries of the periods shown below.
1. July, August and September 2006/2007
2. December, January, February, March and April 2011/2012.
I have filled several forms claiming for that money but all in vain.
Question 1. What can I do in order to use those residual salary arrears to pay the university dues for my son who started his final year on the 18th August at Mbarara University of Science and Technology?
Question 2: Why is it that when salary arrears become residual, are almost too difficult to get?
Government was supposed to pay me that money when a tablet of soap was at shs 300/=, at the time of drafting this message, the same piece of soap was at shs 1,000/= and government had not yet paid me probably it will pay me when the piece is at shs 1,500/= or more.
Question 3. In this way don’t you think the government will have cheated me?
