Failing to access OTT sites after paying OTT Tax

Dear Uganda Revenue Authority (URA),
I have paid for social media tax through my MTN line but I have my monthly data bundle on Airtel but 50 minutes later and my social media applications are still blocked. Am I doing something wrong or the OTT tax system is still a work in progress that should be in the kitchen rather than on the dining table.
