I am writing a paper and need to access information relating to meetings with President Museveni and bibanja owners (tenants). I am interested in what they discussed and how it contributed to the final Government position on fighting Land evictions.

I will be grateful to receive feedback as soon as possible and will treat all information provided as confidential.

Dear Drake Balidawa,

You requested to access information regarding meetings of the President and Bibanja owners. To the best of my knowledge, the said meetings took place when the Ministry presented the draft National Land Policy to Cabinet for approval.

This is therefore to notify you of the refusal to grant you access to this information, the reason being that the actual documents where the discussions are recorded are Cabinet records / Minutes.

However, please note that the outcomes of those discussions you mention are embedded in the Uganda National Land Policy, 2013, which you may download from the Ministry website - www.mlhud.go.ug

If you feel dissatisfied with my refusal to grant you access, you may lodge an appeal to the Office of the Permanent Secretary ([email address]) or the Ugandan Courts of Law as provided for under the Access to Information Act, 2005 .

I now consider your request handled and completed, unless otherwise.
