The inform requested [a list, telephones and email contacts] is for gathering data for book project by Education and Multidisciplinary Research Africa (NEMRA) entitled: "“Family and Work in Sub-Saharan Africa.”

NEMRA called for abstracts for contributions of the book chapters, and mine, entitled: "Youth Accelerated Employment Potential: Replacing the Advanced Certificate of Education with Vocational/ Technical Certificate of Education," was one of the abstracts accepted.

Youth Accelerated Employment Potential: Replacing the Advanced Certificate of Education with Vocational/ Technical Certificate of Education

Youth unemployment is currently Uganda’s grand challenge as well as global phenomena, but most pronounced in Africa. This explains Africa’s young people scrambling at any cost, including daring to die in seas and oceans crossing to Europe, Middle East and South-East Asia, USA and Canada as well as ready to be fatally tortured doing odd jobs in the said countries. Elsewhere in African, Ndyali (2016) states that Tanzania’s higher education institutions’ graduates lack the skills required by the labour market and this trend results in mass graduate unemployment. Hardly any African country is an exception to this general limitation. Tanzania’s technical training drive is now the focus to address graduates’ unemployment. Sosale & Majgaard (2016) reports that Cameroon’s ambitious target of reducing underemployment from 76 percent to 50 percent by 2020 by creating tens of thousands of formal jobs is and will be farfetched. Kingombe (2011) notes that ECOWAS’s vocational and technical training needs a new focus to strongly respond to the challenge. Africa needs to borrow a leaf from China and Germany—in a bid to reduce the huge number of university graduates competing with each other for the same jobs, China has planned to convert 600 of her public universities into polytechnics to produce more technically trained graduates (Sharma, 2014). Sharma cites Qiang Zha, an associate professor of education at York University in Canada, saying that China’s shift is slated to move her towards Germany’s ‘binary’ higher education system of high quality technical polytechnics. Back to Uganda, findings of Babyetsiza (2019) exploratory study, which examined labour market perceptions, experiences and expectations of Ankole Western University students, lecturers, faculty deans and the University management as well as government actors, highlighted a call to vocationalize university studies. However, a university is for theorization and knowledge creation. So, Babyetsiza (2019) recommended scrapping Uganda Advanced Certificate of Education and replacing it with Uganda Vocational/Technical Certificate of Education. This is agreement with Prof A.B.K. Kasozi’call, in a public lecture, to scrap Advanced Level, calling it “waste of resources”—a Ugandan scholar and a former National Council for Higher Education executive director (Ahimbisibwe, 2019).
