Dear Uganda Police Force,

I'd like to know if an EPS ticket is issued to a vehicle or to the driver operating the vehicle at the time of the offense. Can a driver operating a vehicle in which an unpaid ticket incurred by another driver be penalized? And what are the grounds for apprehending such a driver with a clean driving record?
