Liability for express penalties

Response to this request is long overdue. By law, under all circumstances, Uganda Revenue Authority (URA) should have responded by now (details). You can complain by requesting an internal review.

Dear Uganda Revenue Authority (URA),
I bought a vehicle in 2018 but discovered recently that it has two express penalties in the names of different drivers, I was directed to pay the outstanding amounts by traffic officers are my liable to pay as a new owner of the vehicle?
How long does the tickets take before waiver by URA?
